All houses used as dwelling houses or occupied by any person as a residence, or for carrying on any business or occupation in the City, are hereby required to be numbered in figures, on the front side or end thereof in a plain manner as hereinafter provided by the owner or owners thereof if such owners are residents of the City, and if such owners are not residents of the City, then by the persons occupying any such house as the head of the family or business firm. Any failure to comply with the terms of this chapter shall subject the offender to a fine of not less than $25 nor more than $100.

The numbering of all houses fronting upon the public streets, avenues and thoroughfares within the City shall be in conformity with the decimal system and the following rules:
(A) 
Union Street shall be the base or dividing line for numbering houses on all streets or avenues running east and west or southeast and northwest and crossing or terminating at said Union Street. And Broadway and Eighth Streets shall be the base or dividing line for all streets and avenues running north and south or northeast and southwest and terminating or crossing at said Broadway or Eighth Street.
(B) 
All that portion of streets crossing Broadway or Eighth Streets at right angles, lying north of said streets shall be designated by the prefix, north; and all that portion lying south of said Broadway and Eighth Streets shall be designated by the prefix, south. On all streets and avenues crossing Union Street, that portion lying west of said street shall be designated by the prefix, west; and all other streets and avenues shall retain their present designation.
(C) 
The first number on each side of any base street shall be 100, and progress in any direction from such base street along any street shall be at the rate of 100 numbers to the block.
(D) 
The odd numbers shall be used upon the south side of streets running east and west, and upon the west side of streets running north and south, and the even numbers upon the opposite side of the street to the odd numbers. Streets running parallel with the Chicago & Alton Railroad shall be deemed to run north and south; streets running at right angles to said railroad shall be deemed to run east and west for the purpose of this chapter. All irregular or uneven sized blocks, and all irregular streets shall be numbered as may be specified and directed by the committee on streets and alleys of the City, adhering as nearly as may be to this plan.

The committee on streets and alleys of the City is hereby authorized and directed to purchase a well bound book suitable for the purpose, in which shall be entered a plat of all the streets of the City, and the blocks bordering on the same, and the numbers belonging to the lots, parts of lots or parts of blocks, or other pieces of land bordering on any street and not platted, allotting as near as may be one number to each 20 feet. Said committee on streets and alleys shall employ some suitable person and agree with him for a suitable compensation to make said plat of said streets in the City, and to enter the same in said book, directing him in any details or otherwise not in contradiction with this chapter. Said book, when said plats of said streets have been entered therein, shall be filed in the office of the City Clerk. The City Clerk shall, on request, and being furnished with the number of the lot or lots, furnish to any person desiring the same, information of the number belonging to the premises owned or occupied by said person.

Any person erecting or building a new house or building requiring a number as herein provided, shall comply with this chapter before commencing the occupation of such house or building.

It is hereby made the duty of the Chief of Police in the City to see that the owners or occupiers of houses place numbers on the same as required by this chapter, and he shall commence prosecutions against all persons failing to comply with the terms hereof for a period of more than 30 days after said plat shall be filed in the office of the City Clerk.
