There is hereby created and established a committee for the
operation of the sewage treatment plant, now owned and to be operated
by the City, which committee shall be known as the Sewage Treatment
Plant Committee. Said committee shall consist of five members; namely,
the Mayor and four members of the City Council.
At the first regular meeting of the Council in May each year,
the Mayor shall appoint from the Council four members who, with the
Mayor, shall constitute the Sewage Treatment Plant Committee. The
term of such committeemen appointed from the Council shall expire
April 30 next following their appointment. The Mayor shall have like
power to appoint a member or members of the Council to fill vacancies.

It shall be the duty of the Sewage Treatment Plant Committee
and it shall have and exercise the general management, control and
supervision over the operation of said plant, and the setting up of
a system of accounts and management and control of collections of
such rates and charges, including employment of a superintendent and
other persons necessary for the operation of said plant, and including
also employment of such persons as may be necessary or required in
the collection of rates and charges for service and for investigation
in connection therewith, and to terminate employment as in the discretion
of the committee is deemed necessary for public good, and to fix the
compensation or salaries to be paid such superintendent and other
employees, but all the above subject to the approval of the City Council.
Said committee shall have full right and authority to act in
any matters at any time, reporting in writing to the Council on the
first regular meeting in each month of the acts and doings of the
committee during the prior month, stating therein such substantial
matters as the committee shall deem necessary or desirable for Council
consideration and action thereon.
