It shall be unlawful for any person to do any act forbidden
or fail to perform any act required of this title, and it shall further
be unlawful for any person to wilfully fail or refuse to comply with
any lawful order or direction of any police officer.

The provisions of this title shall apply to the drivers of all
vehicles owned or operated by the United States, the state of Illinois,
or any county, City, town, district or any other political subdivision
of the state.
The provisions hereof shall not apply to persons, teams, motor
vehicles and other equipment while actually engaged in work upon the
surface of the highway, but shall apply to such persons and vehicles
when traveling to or from such work.

The driver, when operating any authorized emergency vehicle
in an emergency, except when otherwise directed by a police officer,
shall operate such vehicle in the following manner:
(A)
Park or stand, notwithstanding the provisions of this title;
(B)
Proceed past a red or stop signal or stop sign, but only after slowing
down as may be necessary for safe operation;
(C)
Exceed the prima facie speed limits so long as he does not endanger
life or property;
(D)
Disregard regulations governing direction of movement or turning
in specified directions so long as he does not endanger life or property.

The foregoing exemptions shall not, however, protect the driver
of any authorized emergency vehicle from the consequences of his reckless
disregard for the safety of others.

No driver of any authorized emergency vehicle shall assume any
special privilege under this title, except when such vehicle is operated
in response to an emergency call or in the immediate pursuit of an
actual or suspected violator of the law.

Every person propelling any pushcart, riding a bicycle or animal
or driving any animal drawing a vehicle upon a roadway shall be subject
to the provisions of this title applicable to the driver of a vehicle,
except for those provisions of this title which by their nature can
have no application.

No person shall drive or use any motor vehicle upon any street,
alley or public place in the City without having firmly attached to
such motor vehicle the number plate or plates required by the statutes
of the state.

or public place in the City without having in effect and not revoked
or suspended a valid chauffeur's or operator's license,
as required by the statutes of this state.

street, alley or public place in the City in the absence of the owner
of such motor vehicle, without such owner's consent.

No person shall operate or drive a motor vehicle who is under
18 years of age, except as provided under the exceptions noted in
Section 6-103 of the Illinois vehicle code.[1]

Mark Crosswalks: The police department is hereby authorized to place
appropriate devices, marks or lines upon the surface of the roadway
to designate crosswalks at intersections and in the middle of the
block on the four sides of the Logan County court house.
(B)
Erect Signs Regulating Or Restricting Turns: The police department
is hereby authorized to place proper official signs at such intersections
or other places at which drivers of vehicles are prohibited by this
title from making a left or U-turn.
(C)
Erect Signs Indicating Certain Parking Limitations: The police department
is hereby authorized and directed:

Erect Stop Signs And Signs Regulating Speed:
1.
Whenever any ordinance of this City designates and describes a through
street, it shall be the duty of the police department to place and
maintain an official stop sign on each and every street intersecting
such through street or that portion thereof described and designated
as such by ordinance of the City.
2.
Whenever any ordinance designates and describes any intersection
as a stop intersection, it shall be the duty of the police department
to place and maintain an official stop sign on each approach to the
intersection as designated and described in such ordinance.
3.
The police department is hereby authorized to place and maintain
official signs as directed by any ordinance of the City regulating
speed on streets.

No person shall place, maintain or display upon or in view of
any street any unauthorized sign, signal, marking or device which
purports to be or is an imitation of or resembles any official traffic
control device or railroad sign or signal, or which attempts to direct
the movement of traffic, nor shall any person place, maintain or display
upon or in view of any street any other sign or thing which hides
from view or interferes with the movement of traffic or the effectiveness
of any traffic control device or any railroad sign or signal, and
no person shall place or maintain upon any street any traffic sign
or signal bearing thereon any commercial advertising, and the police
department may remove or cause to be removed any such sign or signal.

Whenever authorized signs are erected indicating that no left
turn is permitted, no driver of a vehicle shall disobey the directions
of any such sign, and when authorized marks, buttons or other indications
are placed within an intersection indicating the course to be traveled
by vehicles turning thereat, no driver of a vehicle shall disobey
the directions of such indications.

Whenever authorized signs are erected indicating a zone of quiet,
no person operating a motor vehicle within any such zone shall sound
the horn or other warning devices of said vehicle, except in case
of an emergency.

No person shall, without lawful authority, attempt to or in
fact alter, deface, injure, knock down or remove any traffic control
device or any railroad sign or signal or any inscription, shield or
insignia thereon, or any other part thereof.

For the purpose of location and direction, Kickapoo Street and
streets parallel with Kickapoo Street are deemed to extend north and
south, and Broadway (Street) and streets parallel with Broadway are
deemed to extend east and west.

No person shall throw or deposit upon any street, alley or public
way any glass bottle, glass, nails, tacks, wire, cans or any other
substance likely to injure any person, animal or vehicle upon such
street, alley or public place.
Any person who drops or permits to be dropped or thrown upon
any street, alley or public way any destructive or injurious material
shall immediately remove the same or cause the same to be removed.
Any person removing a wrecked or damaged vehicle from any street,
alley or public place shall remove any glass or other injurious substance
dropped upon the highway from such vehicle.

Police officers of the City are authorized to direct all traffic
in accordance with the provisions of this chapter or in emergencies,
as public safety or convenience may require, and it is unlawful for
any person to fail or refuse to comply with any lawful order, signal
or direction of a police officer and, except in cases of emergency,
it shall be unlawful for any person not authorized by law so to do
to direct or attempt to direct traffic.
