There is hereby created the office of Administrative Assistant in the City of Lincoln.

(A) 
The Administrative Assistant shall be appointed by the Mayor by and with the advice and consent of the City Council. The Administrative Assistant shall be chosen by the Mayor and said choice shall be considered by the Council solely on the basis of the individual's administrative qualifications with special reference to actual experience in or knowledge of the duties of his office hereinafter set forth and specific professional education for, actual experience in, and knowledge of accepted practice in respect to the position.

(A) 
The Administrative Assistant term exists in perpetuity unless the Administrative Assistant resigns from office or is removed by the City Council by a majority vote of all members authorized by law.

(A) 
Before entering upon the duties of his/her office, the Administrative Assistant shall furnish a surety bond in the amount of $5,000 to be approved by the City Council, said bond to be conditioned on the faithful performance of the Administrative Assistant's duties. The premium of the bond shall be paid by the City.
(B) 
Before entering upon the duties of his office, the Administrative Assistant shall take and subscribe the oath of his/her office.

The Administrative Assistant shall receive compensation in such amount and manner as the Council shall fix from time to time.

(A) 
The Administrative Assistant, subject to the limitations defined in resolutions and ordinances of the City and state statutes, shall report directly to the Mayor, provides administrative level secretarial and clerical service to the Mayor and City Council, assists in daily office needs, and manages the City's general administrative activities, pursuant to the statutes of the state, the ordinances of the City, and the resolutions, motions, and directives of the corporate authorities with duties including, but not limited to, the following:

General Duties:
(a) 
Answer calls made to the City and interact with those who have business with the City.
(b) 
Schedule appointments and maintain calendars.
(c) 
Schedule and coordinate staff and other meetings.
(d) 
Collate and distribute mail to the City Council.
(e) 
Prepare communications, such as memos, emails, invoices, reports, and other correspondence.
(f) 
Write and edit documents from letters to reports and instructional documents.
(g) 
Create and maintain a filing system, both electronic and physical.
(h) 
Track and maintain a line-item budget.
(i) 
Help seek, manage, and maintain grants.
(j) 
Other duties as assigned by the Mayor or his/her designee.

The term "City Council," whenever used herein, refers to the entire City Council, sitting as one body, and not to the individual members thereof. No individual member of the City Council shall have any direct authority over the Administrative Assistant.
