No person shall haul any substances or material of any kind
over or along any of the streets, alleys or other public places in
the City, unless the vehicle on which the same is carried shall have
a closed and tight bed or box, so as to prevent any of such substances
or materials from falling therefrom.

No person shall transport any substances or materials within
the City along any street, alley or highway or in any public place,
which is waste matter, scrap, has a perceptible odor, is unpackaged,
or capable of floating or falling from the vehicle in which the same
is transported, unless the vehicle and its contents are completely
and tightly covered with a tarpaulin or otherwise, so that none of
such material can fall or float away from the vehicle on to the streets,
highways and other public places of the City.

It shall be the duty of every person hauling or transporting
substances or materials in the City on the streets, alleys and public
highways and places, to be vigilant to see that none of the substances
or material so hauled, carried or transported, shall fall or float
away from the vehicle on which they are being transported. If, while
such materials and substances are being hauled, carried or transported
any part falls or floats away from the vehicle upon which they are
being carried, the person in charge of such vehicle shall immediately
see that such materials and substances are gathered up from the public
or private places on which they fall, and are dispersed and that such
places are immediately and effectively cleaned.
Whoever violates any of the provisions of this article shall be punished as provided in Section
101.99 of the Administrative Code.
