When used in this article, the following definitions shall apply:
(a) 
PERSON — Any individual company, corporation, public utility or concern.
(b) 
MANHOLE — An underground cavity containing utility and sewage facilities with access to the same accomplished by the removal of a manhole cover at street, sidewalk or ground level.
(c) 
OPENING A MANHOLE — The act of removing a manhole cover.
(d) 
ENTERING A MANHOLE — Entering a manhole for any purpose.

No person shall open and/or enter a manhole for any purpose without another person guarding the manhole. No person shall order another person to enter an unguarded manhole.

Any police officer or official of the City who finds a violation of any of the provisions of this article shall order cessation of work operations, until the provisions of the article are complied with.
Any person violating any provisions of this article shall be punished as provided in Section 101.99 of the Administrative Code.
