No person shall hand out, give away or pass to any other person, while either of such persons is upon any part of a public street, highway or alley of the City, any paper, pamphlet, handbill or other advertising or reading matter.

No person shall place, throw or deposit upon any public street, highway or alley of the City, or in any motor vehicle or vehicle, or upon any lawn, veranda or door step, any paper, pamphlet, handbill or other advertising or reading matter, without first obtaining a permit to do so as hereinafter provided.

No person, firm or corporation shall cause or permit anything which is declared to be unlawful by Section 705.01 and 705.02, to be done or performed by his or its servants, agents or employees.

Nothing herein contained shall apply to:
(a) 
Newspaper boys or others selling newspapers or magazines upon the streets, highways and alleys of the City at their regular established prices, or delivering newspapers or magazines to their regular subscribers or customers.
(b) 
Candidates for election to public office handing out, giving away or passing personal hand cards.

The Mayor, when he deems it advisable, may issue a special permit to business firms, corporations or others, granting to them the right to deliver advertising matter from door to door. Such permit shall be granted on condition that any such advertising matter shall be securely deposited so as not to blow upon any lawn, public street, highway or alley of the City.
Any person, firm or corporation violating any provision of this article shall be punished as provided in Section 101.99 of the Administrative Code.
