A program of low cost street paving is hereby established in
the City, such paving, with or without provision for curbs, to consist
of paving to a depth of 1 1/2 inches of compacted base bituminous
surface, and one inch of compacted finish bituminous surfacing.

No petition shall be accepted unless signed by property owners
representing a minimum of 75% of the total foot frontage of the street.

Two-thirds of the cost of construction of such paving for any
street shall be paid by the property owners and assessed against their
property according to the foot front rule, and the remaining one-third
of the cost shall be paid by the City out of liquid fuel tax money.

No bids for such paving shall be advertised, nor any construction
of any street scheduled, unless the interested property owners have
paid to the City Treasurer's office at least 75% of the total
estimated amount assessed against such property owners.
