A Board of Recreation is hereby established to gather information, provide oversight, and make recommendations to City Council on all matters relating to the operation, finances, development, and improvement of recreational assets of the City of New Castle, including Sylvan Heights Municipal Golf Course and the various City parks.

The Board of Recreation shall serve as an advisory panel only to City Council, and the Board shall have no authority to make binding or final decisions regarding any matter which it considers.

City Council shall appoint three of the members of the Board of Recreation by majority vote. The Mayor may appoint the remaining two members of the Board of Recreation with the consent of a majority of Council. If the Mayor fails to exercise this power of appointment by the date council votes on its appointments, then City Council shall appoint the remaining two members by majority vote. City Council may appoint up to three atternates to the Board of Recreation by majority vote for the purpose of having a quorum.

Board members shall serve for three-year terms and members may be appointed to successive terms. Upon expiration of a Board member's term or vacancy in office, whichever appointing authority made the initial appointment, shall appoint a replacement in same manner as described in § 160.03 above.

The Board of Recreation shall consist of five members who are adult residents of the County of Lawrence, Pennsylvania, who are not also elected officials of the City of New Castle. The Chair of the Public Works Committee shall also serve as a nonvoting, ex officio member of the Board and shall serve as a liaison to City Council.

The members of the Board shall, at their first meeting, elect a Chairperson of the Board, whose term shall expire on December 31, 2022. At the first regular meeting of each year thereafter, the Board shall elect a new Chairperson of the Board, whose term shall be for one year. A member of the Board may be elected to successive terms as Chairperson. The Chairperson shall set the agenda and preside over regular meetings.

The members of the Board shall, at their first meeting, elect a Secretary of the Board, whose term shall expire on December 31, 2022. At the first regular meeting of each year thereafter, the Board shall elect a new Secretary of the Board, whose term shall be for one year. A member of the Board may be elected to successive terms as Secretary. The Secretary shall prepare the written agenda, minutes of meetings, and prepare and transmit the written report and recommendation of the Board to Council as set forth in § 160.09 herein.

At least quarterly but no more than monthly, the Board of Recreation shall hold a regular meeting open to the public. All members of Council will be informed of the Board meeting schedule and will be provided with agendas and any attachments thereto.

The Board shall determine by majority vote those matters upon which it desires to provide a report and recommendation to Council. The Board Secretary shall, no later than five days following a regular meeting, transmit the report and recommendations to Council in writing with a record of the vote for each matter considered at the regular meeting.
