Any owner in the City is hereby authorized to destroy any and all unowned pigeons and starlings roosting or attempting to roost on his property by any humane means whatsoever, provided prompt disposition is made of all carcasses.

No firearms shall be used in the destruction of pigeons and starlings within the boundaries of the City unless a special license to do so is obtained by the property owner from the Police Chief.

The Police Chief is hereby directed to issue license to any property owner applying for the same, authorizing the property owner to destroy pigeons and starlings by the use of firearms, subject to the following restrictions:
(a) 
The ammunition used shall consist only of bird shot having a pellet size no greater than No. 7-1/2 shot.
(b) 
The person actually doing the shooting shall be identified in the license, and a proper certification shall be filed with the Police Chief showing that such person has successfully completed a recognized course of instruction on an established firing range.
(c) 
The property owner shall assume full liability for any injury to persons or property resulting from the discharge of firearms.
(d) 
No discharge of firearms shall be permitted during the normal business hours observed in the area.
(e) 
Each license issued shall terminate and become void within one month from the date of issue, at which time a new application may be filed for a new license.
(f) 
The Police Bureau shall be notified immediately prior to the commencement of any firing in sufficient detail to inform the police on duly of the status of the firing and of its expected duration.
(g) 
The Police Chief shall have the right and authority to refuse to issue a license to any person who in his opinion would discharge firearms in a manner or at a location that would endanger others.
(h) 
A license fee of $1 shall be charged for each license issued.
