Loading zones will only be installed upon request by authorized representatives of business and commercial enterprises who are adversely affected by the lack of on-street curb commercial loading zones.

(a) 
Applications for curb loading zones are available through the office of the City Engineer. All sections of each application shall be completed in full and notarized.
(b) 
Completed applications shall be returned to the office of the City Engineer either in person or by mail.
(c) 
Upon receipt of a curb loading zone application, the City Engineer will direct that a traffic analysis be made to determine conformance with official City warrants for loading zones.
(d) 
A written statement of conformance with or not with the warrants for curb loading zones shall be prepared by a designated official City loading zone investigator and attached to each loading zone application.
(e) 
No loading zone application can be approved unless the warrants for curb loading zones have been satisfied.

Reasons for loading zones are as follows:
(a) 
No alleys or off-street loading areas are available.
(b) 
No curb loading space is within 100 feet of a proposed zone without crossing a street or alley.
(c) 
A minimum of 10 stops per day are made between the hours of 7:00 a.m. and 7:00 p.m. for pick-up or delivery per business proposed to use the zone.
(d) 
Weight, quantity and time requirements of loads handled shall be determined. Loading zones shall not be established unless at least five stops per day for pick-up or delivery are made by vehicles exceeding 18 feet in length or with loads exceeding 1,000 pounds net weight.
(e) 
Loading zones shall not be installed in or in conflict with designated no parking areas.

Specific restriction regulations pertaining to the use of curb loading zones are as follows:
(a) 
A maximum loading and unloading time limit of 30 minutes is established.
(b) 
The parked commercial vehicle shall actively be engaged in loading or unloading in the immediate vicinity of the loading zone.
(c) 
The loading zone shall not be restricted to any particular business or motor carrier, including motor vehicles, loading or unloading materials and supplies.
(d) 
No private parking shall be permitted during the hours of loading zone operation.
(e) 
All commercial vehicles using a loading zone shall be parked parallel to the roadway in the direction of vehicular traffic.

(a) 
Loading zones shall be at least 40 feet in length except when located adjacent to an area of prohibited parking, but not a driveway. In such instances where a loading zone is to be installed contiguous with a parking area, not a driveway, loading zones may have a minimum length of 30 feet.
(b) 
Loading zones shall not exceed 60 feet in length.
(c) 
Curb loading zones shall be adequately posted with uniform signs in conformance with the manual of Uniform Traffic Control Devices.

(a) 
Loading zones shall become effective only after the completion of an official curb loading zone application, an analysis to determine conformance with warrants for curb loading zones, approval of the loading zone application by Council upon recommendation of the Traffic Rules Committee, payment of the curb loading zone fee, and erection of official signs designating the area to be established as a curb loading zone.
(b) 
Official signs shall be installed by authorized City forces. If parking meters are present and are to be removed within the loading zone area, these shall be removed by authorized City forces.

(a) 
Three official police violations of the provisions restricting use of loading zones shall result in revocation of a loading zone permit.
(b) 
No refund shall be made to any permittee if loading zone permits are revoked.
(c) 
Violators shall be those cited in writing by official City police. The permittee shall be notified in writing of each violation within 10 days of such violation.
(d) 
Upon termination of an official loading zone the permittee shall be notified. Official City signs shall be removed by authorized City forces. If parking meters are to be reinstalled, these shall be the responsibility of authorized City forces.

(a) 
The fee for approved curb loading zones shall be $75 for the first calendar year and $50 for each calendar year thereafter. Fees are to be paid no later than January 31 of each calendar year after the initial application fee and installation. The annual fee shall be paid each year the loading zone is in force. A loading zone will be removed upon written request by the permittee to the City Engineer's office.
(b) 
The initial or application fee shall be paid by the applicant upon receipt of notification of loading zone application approval. Payment shall be in the form of certified check or money order. No loading zone permit shall be issued until after the application fee has been paid.
