Owners, occupants, lessees or other persons having the charge
or control of real property within the City shall be required to keep
all shrubs or trees growing upon their respective properties or within
the lines of abutting streets, alleys or public highways between the
middle line thereof and the line of such property, free and clear
of all branches for a height of at least 10 feet above the surface
of such street, alley or public highway, or sidewalks at that point.

It shall be the duty of the Director of Code Enforcement to
enforce the provisions of this article. Upon the failure of any person
to comply with the provisions hereof, after 20 days' notice,
the work may be done by the City and the expense so incurred may be
recovered by an action of assumpsit or as other debts are recovered.
Whoever violates this article, after notice to comply, shall be punished as provided in Section 101.99 of the Administrative Code.
