Any individual may lawfully park a registered motor vehicle, without charge, on any street, alley, highway or City-owned parking lot where parking meters were previously installed, for a period of not more than two hours in any eight-hour period of time.

Any individual who parks a vehicle for longer than the time established in § 509.01 commits a violation of this article and shall, upon conviction, be subject to a fine of $10.

Any existing parking meters shall be removed and signage shall be posted or erected in the vicinity of areas on streets, alleys, highways and City-owned parking lots where two-hour free parking is permitted.

The City Clerk shall publish notice in the New Castle News of the contents of § 509.01, Two-hour free parking, and § 509.02, Violations and penalties. Section 509.01, Two-hour free parking, and § 509.02, Violations and penalties, shall be effective no sooner than 10 days following the date of publication.
