Council may, by resolution, from time to time, change and fix
the charges to be made for the use of parking meters on particular
streets in the same manner that it now provides time limitations.
All resolutions fixing the rates for meter charges shall be advertised
as police traffic rules are now advertised, and shall become effective
immediately after such publication.

Any person who parks on any street, alley or highway in the
City where parking meters are installed, without paying the fee or
charge which Council has fixed and established for parking on that
street, or who parks for a longer time than the time for which he
has paid, as that time is allotted to him by the meter established
on that street for the regulation of traffic at the point where he
has parked, shall be guilty of a violation of this article.

The use of courtesy time clocks is hereby permitted within the
City at various points, wherein the penalty for parking overtime is
waived, provided the violator has his ticket stamped at a courtesy
time clock within 15 minutes of the time written upon the parking
ticket. The use of such time clocks shall be at no cost to the City
except for maintenance and repairs to the clocks.

Any person who violates this article shall be fined $2 to be
collected as required by law for violation of a City ordinance. Any
person who, having become liable under the provisions of this article
to pay a penalty of $2 as herein provided, while such penalty remains
unpaid shall be guilty of a further violation of this article and
shall be punished as proved in Section 101.99 of the Administrative
Code.
