In order to expedite traffic, to allow for snow removal operations
and to ensure that the movement of vital services to the City and
its residents are continued, such as police and fire protection, health
and medical care and the transportation of food and fuel supplies,
the Police Chief, pursuant to Article 501, shall designate certain
streets and highways as snow emergency routes. Signs, bearing the
words "snow emergency route" shall be posted upon or at the entrance
to the street or highway or part thereof as may be appropriate so
that they are sufficient in number and adequate in size to be seen
by an ordinarily observant person.

Whenever a heavy accumulation of snow has fallen or is reasonably
anticipated to occur, the Mayor or his designee, through appropriate
news media, is authorized to declare a snow emergency alert which
shall notify the public that due to existing or impending weather
conditions, a no parking ban shall be in effect on all snow emergency
routes. The snow emergency declaration shall take effect four hours
after first announced by the Mayor or his designee and once in effect
shall continue until like announcement of termination thereof. The
Mayor or his designee shall request the cooperation of newspapers
and radio and television stations to announce the declaration of a
snow emergency alert and the time that it shall take effect. All persons,
without regard to actual notice, shall have primary responsibility
to determine the existence of a snow emergency alert and to comply
with the emergency regulations thereof.

During the existence of any snow emergency declaration, no person
shall park, abandon or leave unattended or permit to remain parked
or unattended any vehicle on any portion of a snow emergency route.
Nothing in this section shall be construed to permit parking at any
time or place where it is restricted or prohibited by any other provision
of law.

The Director of Public Works is authorized to erect street cleaning
signs on any street or highway or part thereof. Signs, bearing the
words "street cleaning operations" together with the hours such operations
shall be conducted, shall be posted upon or at the entrance to the
street or highway or part thereof at least 12 hours prior to the commencement
of such operations, and sufficient in number and adequate in size
so as to be seen by an ordinarily observant person. Street cleaning
operations shall be considered to be completed upon the removal of
the posted signs by authorized persons.

During the existence of street cleaning operations, no person
shall park or leave unattended or permit to remain parked or unattended
any vehicle upon any street or highway posted with street cleaning
operations signs during the effective hours of such operations.

Vehicles parked in violation of any provision of this ordinance
shall be removed and impounded upon order by any police officer. All
costs for the towing and storage of any vehicle removed from the streets
and highways as authorized herein shall be paid by the owner thereof.

No person shall remove snow or ice from private property and
place or deposit or cause the removed snow or ice to be placed or
deposited upon the right of way of any street or highway.
