(a) 
The Department of Public Works shall be responsible for the construction, maintenance and operation of all the facilities owned by the City. The Department shall be a pool of manpower, equipment, and material and supplies from which appropriate assignments shall be made for the performance of activities.
(b) 
The Director of the Department of Public Works shall be qualified in the administration of public works and parks maintenance activities.
(c) 
Should the Director be removed, he/she shall be returned to their former position in the Department of Public Works if s/he was promoted to this position of Director from the City's Department of Public Works' workforce.
(d) 
The area of responsibility of the Department shall include construction, maintenance and operation of the following:
(1) 
Streets, including maintenance of surface, grade and curbing, street cleaning and snow removal.
(2) 
Storm sewers and inlets.
(3) 
Sanitary sewers.
(4) 
Public buildings, parks and grounds including all equipment and fixtures.
(5) 
Maintenance of all City vehicles and self-propelled equipment.
(6) 
Manage, operate, and maintain the recreation and parks functions, including the development of comprehensive recreation programs, and the operation and development of parks, boulevards, recreation areas and facilities, playgrounds, ballfields, and specialized areas and structures.
