(a) 
General. The Department of Public Works shall be responsible for the construction, maintenance and operation of all the facilities owned by the City. The Department shall be a pool of manpower, equipment, and material and supplies from which appropriate assignments shall be made for the performance of activities.
(b) 
Director. The Director of the Department of Public Works shall be qualified in the administration of public work activities.
(c) 
Organization. The area of responsibility of the Department shall include construction, maintenance and operation of the following:
(1) 
Streets, including maintenance of surface, grade and curbing, street cleaning and snow removal.
(2) 
Storm sewers and inlets.
(3) 
Sanitary sewers.
(4) 
Public buildings and grounds including all equipment and fixtures.
(5) 
Maintenance of all City vehicles and self-propelled equipment.
(6) 
Collection of solid wastes and refuse from residential properties.
