No person shall operate a vehicle to enter in or upon any street
or highway within the City, when the same is being constructed, repaired,
graded or paved.

No person shall interfere with, remove or tear down any barricade
placed in any street or highway by the City or its contractor, to
prevent travel thereon and to indicate that the street is closed for
improvements such as construction, repair, grading or paving.

This article shall not apply to the City, contractor or any
employees thereof engaged in the making of such improvements; nor
shall the same apply where the entrance upon such street is by consent
and permission of the City or contractor.

Any person who violates the provisions of this article, in addition
to the fine and penalty herein imposed, shall be liable to pay any
damages that may have been sustained by the City or contractor or
both by reason of such violation.
Whoever violates any provision of this article shall be punished as provided in Section
101.99 of the Administrative Code.
