(a)Â
General. The Department of Administration shall be responsible for
supervising sound and practical fiscal policies and procedure for
the administration of the City government. It shall be responsible
for the establishment and operation of a centralized purchasing system.
It shall prepare all fiscal reports, maintain all fiscal records,
and assist the Mayor in the preparation of the City budget. It shall
be responsible for establishing and supervising a sound and practical
personnel program. It shall prepare, install and maintain a classification
program based on the duties, authority and responsibility of positions
in the City service whereby all positions in the City service shall
be filled by persons reasonably qualified to perform the duties of
the position, including the establishment of appropriate employment
test standards and the supervision and administration of all such
tests for new employees. It shall develop and establish training and
educational programs for persons in the municipal service and so far
as is practical establish a program for promotion based on merit of
performance. It shall be responsible for the staff services of research,
planning, development and coordination of all the departments and
official boards, agencies and commissions of the City.
(b)Â
Director. The Director of the Department of Administration shall
be known and designated as Business Administrator/Chief Financial
Officer. He shall be chosen solely on the basis of his executive and
administrative qualifications with special reference to his actual
experience in, or his knowledge of, accepted practice in respect to
the duties of his office as hereinafter set forth. The Director shall
have a college degree from an accredited four-year college and/or
university in a related field. At the time of his appointment, he
need not be a resident of the City or State, but during his tenure
of office, he may reside outside the City only with the approval of
Council. He shall have, exercise and discharge the functions, powers,
and duties of the Department. The Department, under the direction
and supervision of the Mayor, shall:

Organization. The areas of responsibility of this Department shall
be the following:
(1)Â
The general administration of the City's business affairs.
(2)Â
Personnel administration including the establishment and maintenance
of a system for the appointment, discipline and dismissal of employees,
training, job classification, performance evaluation, payroll, grievance
procedures and employee records.
(3)Â
Financial administration including proposal of fiscal policy,
budgetary makeup and control, accounting, fiscal reports and purchasing,
and the preparation of contracts, and management of insurance programs.
(4)Â
Records management and statistical analysis.
(5)Â
A system of reporting on the activities of the City and the
development of methods of communication within the City organization,
between the City and other organizations and between the City and
its citizens.
(6)Â
Planning, research and development of programs necessary to
the proper conduct of City affairs.
(7)Â
The coordination of City departments and official boards, agencies
and commissions of the City to cause a concerted effort of all the
City's activities with a view toward the conservation of time
and money and the application of an appropriate response to the needs
and conditions of the City.

Provide the necessary staff functions and supporting activities
to enable the line departments of the City to cause proper and expeditious
handling of their functions.
(9)Â
Implementation of the policies of the Mayor and of Council as
they shall be directed through the Mayor.

(a)Â
The Business Administrator/Chief Financial Officer is hereby authorized
to execute contracts with any township to furnish repair service for
all traffic signals and lights within the township by means of City
personnel and facilities.
(b)Â
Charges for such repair service shall be determined by the Business
Administrator/Chief Financial Officer based on current wages and rates
for use of City equipment.
(c)Â
All repair service shall be performed by City employees responsible
directly to the proper City officials, but there shall be no obligation
on the City, or its employees to inspect township traffic lights and
signals to insure them to be always in operation and in good repair.
