No person shall bring any circus, carnival or other itinerant
show into the City without having first obtained a permit therefor
from the Police Chief, or cause the same to remain in the City for
a longer time than such permit shall provide, or without payment the
permit fees prescribed herein.

The Police Chief is hereby authorized to grant such permits,
subject to the approval of Council, but before any permit is issued
by the Police Chief, the applicant therefor shall produce a receipt
of the City Treasurer for the requisite fee.

The following permit fees are hereby established for any circus,
carnival or show held within the City:
(a) $100 for the first day or fraction thereof.
(b) $50 for each day or fraction of a day thereafter.

It shall be the duty and obligation of all persons to whom such
permits are granted to see to it that the shows are conducted in a
lawful, orderly and sanitary manner, and that the grounds upon which
the shows are held, and all streets and other places adjacent thereto
are thoroughly and carefully cleaned after the show has left. Any
failure to meet that obligation shall be a violation of this article.
It shall also be the duty of every property owner in the City, who
leases any land or building to any show, to make provision in his
contract with the management of the show for the thorough and careful
cleaning of the premises on which the show is held and adjacent territory.
The failure of any property owner to meet this obligation shall be
a violation of this article and shall make the owner of the property
liable to the City for any expense to which the City is put to clean
the premises and the adjacent territory.

The Police Chief may recommend the employment of policemen,
firemen and such other employees, which in his opinion shall be necessary
for the proper protection to the health, welfare and safety of the
circus, carnival or show and those in attendance. The applicant shall
be responsible for the cost of this employment and shall pay for this
prior to the commencement of the circus, carnival or show.
Any person who violates any provision of this article shall be punished as provided in Section
101.99 of the Administrative Code.
