(a) 
Construction within fire zones shall be regulated by the provisions of Section 400 of the National Building Code and this section.
(b) 
Whenever any property owner desires to erect a fence within the City, in a Primary Fire Zone, he may make special application to Council for a revocable permit to erect the same, using wood or other combustible materials, stating the facts concerning the need therefor and the reasons why such a fence cannot be conveniently or practically erected of all noncombustible materials. He shall file with his application a plan or map showing in detail the location and construction of the desired fence. Upon receiving such an application, Council may set a time for a view of the premises involved and for hearing on the application. If after such view and hearing, Council determines that such a fence would not constitute a fire hazard or be in any way a public nuisance, and that the erection of the same will be conducive to the safety and general welfare of the City, Council may by resolution grant a special permit to the applicant for the erection of such a fence, prescribing in the resolution all of the conditions relating thereto and the amount of the initial and annual fees which shall be paid to the City Treasurer by the applicant to cover the cost of inspecting and overseeing the maintenance of such a fence. Council may require public notice to be given of the view and hearing to be had concerning such an application.

(a) 
A Primary Fire Zone No. 1 is hereby established to include all of the following described land:
BEGINNING at a point in the center line of Jefferson Street where it intersects the center line of Washington Street; thence in a westerly direction by the center line of West Washington Street to a point in the center line of Diamond Street; thence in a northerly direction by the center line of Diamond Street to the center line of North Street; thence westerly by the center line of North Street to the center line of Beaver Street; thence in a northerly direction by the center line of Beaver Street to a point in the center line of Grant Street; thence in an easterly direction by the center line of Grant Street to a point in the center line of North Mill Street; thence in a southerly direction by the centerline of North Mill Street and South Mill Street to a point in the centerline of the Neshannock Creek; thence in a northeasterly direction by the center line of the Neshannock Creek to a point on the northern extension of Hutchison Street; thence in a southeasterly direction by the northern extension of Hutchison Street to a point in the intersection of Hutchison Street and a sixteen-foot alley; thence in a southwesterly direction by the center line of such sixteen-foot alley to a point in the center line of Ellis Alley; thence in an easterly direction by the center line of Ellis Alley and extension of Ellis Alley to a point in the center line of Court Street; thence in a southwesterly direction by the center line of Court Street to a point in the center line of East Washington Street; thence in a southeasterly direction to a point in the center line of County Line Street; thence in an easterly direction by the center line of County Line Street to a point in the center line of Whippo Street; thence in a southerly direction along the center line of Whippo Street to a point in the center line of Oak Street; thence in an easterly direction along the center line of Oak Street to a point in the center line of Spruce Street; thence in a southeasterly direction along the center line of Spruce Street to a point in the center line of East Washington Street; thence in a southeasterly direction along the center line of East Washington Street to a point in the center line of Butler Avenue Extension; thence in a southwesterly direction along the center line of Butler Avenue Extension to a point in the center line of Superior Street; thence in a northwesterly direction along the center line of Superior Street to a point in the center line of Cunningham Avenue; thence in a northerly direction along the center line of Cunningham Avenue to a point in the center line of Valley Street extended intersects the center line of Cunningham Avenue; thence in a northwesterly direction along the center line of Valley Street and its extension to a point where the center line of Nemo and Grove Streets intersect; thence in a northerly direction along the center line of Nemo Street to a point in the center line of County Line Street; thence in a westerly direction along the center line of County Line Street a distance of 638 feet more or less to a point in the center line of a sixteen-foot alley; thence in a southerly direction by the center line of the above sixteen-foot alley, such alley being the first alley east of Mill Street, to a point in the center line of a twenty-foot alley, such alley being the first alley north of Reynolds Street; thence by such twenty-foot alley in an easterly direction to a point in the center line of Pollock Avenue; thence in a southerly direction by the center line of Pollock Avenue to a point in the center line of Long Avenue; thence in a westerly direction along the center line of Long Avenue to a point in the center line of Hamilton Street; thence in a southerly direction along the center line of Hamilton Street to a point in the center line of Center Alley; thence in a westerly direction along the center line of Center Alley to a point in the center line of Walnut Alley; thence in a southwesterly direction along the center line of Walnut Alley to a point in the center line of Big Run; thence in a westerly direction along the center line of Big Run to a point on the Baltimore and Ohio right-of-way line; thence in a northeasterly direction by the eastern right-of-way line of the Baltimore and Ohio Railroad to a point in the center lines of Moravia and Division Streets; thence in an easterly direction by the center line of Division Street to a point in an alley of various widths of 12 to 20 feet, such alley being the first alley east of Moravia Street; thence in a southerly direction by the center line of the above named alley to a point in the center line of Sciota Street and a twenty-foot alley; thence in an easterly direction by the center line of such twenty-foot alley to a point in the center line of South Jefferson Street; thence in a southerly direction by the center line of South Jefferson Street to a point in the center line of a twenty-foot alley, such alley being the first alley north of Reynolds Street; thence in an easterly direction by the center line of above alley and an extension of same to a point in the center line of a fifteen-foot alley, such alley being the first alley west of South Mill Street; thence in a northerly direction by above alley and extensions of same to a point where the center line of such alley intersects the center line of Mechanic Street extended; thence in a northwesterly direction to a point where the center line of Croton Avenue intersects the center line of Jefferson Street; thence in a northerly direction by the center line of Jefferson Street to a point where such center line intersects the center line of Jefferson Street to a point where such center line intersects the center line of Washington Street, such point being the place of beginning.
(b) 
A Primary Fire Zone No. 2 is hereby established to include all of the following described land:
BEGINNING at a point in the center line of Cedar Street where same is intersected by the center line of Clayton Street; thence in a southwesterly direction by the center line of Cedar Street to a point where the center line of Montgomery Avenue extended is intersected by the center line of Cedar Street; thence in a northwesterly direction by the center line of Montgomery Avenue extended and the center line of Montgomery Avenue to a point where same is intersected by the center line of Ashland Avenue; thence in a northeasterly direction by the center line of Ashland Avenue to a point where same is intersected by the center line of Clayton Street; thence in a southeasterly direction by the center line of Clayton Street to the place of beginning.
