No person shall have or maintain within the City any coin operated box, instrument or device, whereby music is publicly dispensed for a consideration or may be so dispensed, unless such person has obtained a license to keep or maintain the same.
For purposes of this article, the person owning, leasing or in occupancy or possession of any building where any such music box, instrument or device, is kept or maintained, shall be construed to be keeping and maintaining the same.

(a) 
This article shall be enforced by the police department. For the purpose of enforcing the same efficiently, the collection of the license fees and the issuance of licenses is delegated to the City Treasurer who shall upon the payment of the license fee, issue a license permitting the possession and maintenance of the music box, instrument or device for one year from the date of issuance of the license, provided the licensee has paid all other City taxes or fees imposed. The license sticker issued by the City Treasurer shall be affixed securely to the music box, instrument or device, by the licensee. A new sticker shall be issued each year.
(b) 
For each license, the City Treasurer shall collect a license fee of $40 to cover the expense of administration of this article. The license fee imposed by this article to cover the cost of its administration shall be in addition to any fees or taxes imposed by law upon the owner or possessor of the music box, instrument or device. The City Treasurer shall report to the Police Chief any music box, instrument or device in the City which are not licensed, and shall assist the Police Department in the prosecution of violations of this article.

No person shall remove the license sticker from any music box, instrument or device, or attach the sticker to any other such box, instrument or device, during the time for which the license is issued. No person shall mutilate any sticker, or do any other thing designed or intended to evade the provisions of this article.

Any person who violates any provision of this article shall be punished as provided in Section 101.99 of the Administrative Code. Any violation of this article in any one day shall be a separate offense under the terms hereof, and shall make the violator subject to the penalties of this article.
Failure to pay the license fee and/or to display the sticker as required shall, upon conviction thereof before the appropriate district justice, result in a penalty in an amount equal to two times the license fee for that particular machine.
