There is hereby created a Civil Service Board for the examination
of applicants for appointments to civil service positions in the Department
of Police and the Department of Fire. The Civil Service Board shall
have all the powers conferred upon it as set forth in the Codified
Ordinances and as set forth in Title 11, Chapter 144 of the Pennsylvania
Consolidated Statutes.

(a) The members of the Civil Service Board for the examination of applicants
to any civil service position in the Department of Police Department
and the Department of Fire Department shall be appointed by Council.
(b) The Civil Service Board shall consist of three members and they shall
be appointed to a term of six years and until their successor has
been appointed.
(c) No City officer, official, or employee of the City shall be eligible
for appointment to the Civil Service Board.
(d) Before entering upon the duties of office, each member shall take
and subscribe to the oath of office and file the oath, duly certified
by the City Clerk.
(e) No member shall receive compensation for performance of duties as
a member of the Civil Service Board.

Council may appoint not more than three individuals to serve
as alternate members of the Civil Service Board. The term of office
of the alternate members shall be six years.

Vacancies shall be filled by Council for the unexpired term
of a member or alternate member.

(a) Two members of the Civil Service Board shall constitute a quorum
necessary for the transaction of business of the Board.
(b) The Civil Service Board shall organize and meet for the purpose of
transacting all business as required by the City. After organizing,
the Board shall elect one of its members as Chairperson and one member
as Secretary.
(c) If, by reason of absence or disqualification of a member, a quorum
is not reached, the Chairperson (or individual presiding) shall designate
as many alternate members of the Board as may be needed to provide
a quorum. When seated pursuant to this section, an alternate shall
be entitled to participate in all proceedings and discussions of the
Board to the extent as provided by law for Board members, including
the right to cast a vote as a voting member during the proceedings,
and shall have all the powers and duties set forth in this chapter
and as otherwise provided by law. Any alternate member of the Board
shall continue to serve on the Board in all proceedings involving
the matter or case for which the alternate was initially designated
until the Board has made a final determination of the matter or case.
Designation of an alternate pursuant to this section shall be made
on a case-by-case basis in rotation according to declining seniority
among all alternates. Alternates shall hold no other office in the
City. Any alternate may participate in any proceeding or discussion
of the Board but shall not be entitled to vote as a member of the
Board unless designated as a voting alternate member by the Chairperson
pursuant to this section.

The Civil Service Board shall appoint a Secretary and prescribe
the Secretary's duties and shall have the power to change these
duties. The Secretary shall be subject to removal, at any time, by
the Board. Council shall establish the compensation to be paid to
the Secretary and all necessary supplies for the use of the Board
shall be supplied by the City.

The Civil Service Board shall follow the procedures set forth
in the civil service rules and regulations adopted hereto that shall
not be in conflict with this article nor in conflict with Title 11,
Chapter 144 of the Pennsylvania Consolidated Statutes in administering
and performing its duties.
